• fold the root-site publish step into the existing Website CI job
• remove the separate deploy workflow that checked out, installed, and rebuilt the site again
• add a workflow structure check so validation catches accidental reintroduction of duplicate setup/build work

Verification

• node scripts/check-workflows.mjs failed before the workflow refactor
• node scripts/check-workflows.mjs
• npm run validate
